Texas State Sen. Wendy Davis became a household name Tuesday night when, standing in a pair of iconic pink sneakers, the Fort Worth Democrat spent 11 hours filibustering to prevent the passage of a sweeping anti-abortion bill supported by prominent Republicans.

Davis, 50, a teenage mother who graduated from Harvard Law School and went on to win a seat in the Texas Senate, couldn't use the restroom, eat, drink, sit or lean during the filibuster, according to Texas rules.

But she could talk.

Davis received at least 13,000 story submissions from women who hoped she would read them on the Senate floor.

Senate Bill 5 would prevent abortions at 20 weeks or more, set restrictions on use of an abortion pill and require all abortion clinics to get ambulatory surgical center licenses, which would shut down 37 of the state's 42 remaining clinics, at least temporarily. Although abortions past 20 weeks to protect the life of the mother are allowed, the law makes no such exception for women who have psychological conditions or who become pregnant through rape or incest.

Davis' opponents halted her filibuster at 10:07 p.m., with almost two hours left to go before the special session ended at midnight. But protestors in the gallery shouted and cheered, disrupting the vote, which came in at 12:02 -- too late to count.

Together, they defeated the bill, but Texas Gov. Rick Perry said Wednesday he would call a second special session to pass it.

Davis began the filibuster with testimony from the Texas district of the American College of Obstetricians and Gynecologists . Its chairwoman, Dr. Lisa Hollier, wrote to Davis that ACOG opposes the bill because it threatens the doctor-patient relationship, requires standards that aren't based in medical evidence and makes treatment for certain medical conditions "more difficult and expensive.

"[The bill] places an unacceptable level of control over the doctor-patient relationship in the hands of the legislature, essentially allowing the legislature to practice medicine," she wrote.

Hollier wrote that women will have to travel long distances -- to Dallas, Houston, San Antonio or Austin -- just to take abortion pills for legal abortions if the law passes. Those women will then have to come back within 24 or 48 hours for the second dose or increase their risk of "hemorrhage, blood transfusion and emergent D&C."

Erica wrote about her sister's friend, who was forced to bear the child after she was raped (and badly injured) in college. This was when abortions were illegal, and the woman eventually dropped out of school.

"When she walked down the street, people would whisper about her being a rape victim," Erica wrote, adding that the pregnancy was a constant reminder of the rape. "At the grocery store, people would congratulate her and ask questions about her pregnancy, always reminding her that she was carrying the rapist's fetus."

An anonymous writer recalled that her sister found herself pregnant several years ago, when she was a single mother already. The sister "agonized" and eventually decided to have an abortion. Although the writer said she disagreed with that decision, she supported her sister's choice anyway.

"So I was the one who took her to the clinic, held her hand and supported her in the months that followed," she wrote. "I would have been devastated had that option not been available or affordable for her."

Joy's mother worked in an abortion clinic. Although she taught Joy that she was proud of the work she was doing, Joy also recalled that the women who went to the clinic were harassed on their way there "to make what was undoubtedly a difficult and agonizing decision."

Joy's mother also once told her about a devout religious couple who had too many children and couldn't afford one more. They said, "God would understand" and were comfortable with their decision.

Davis cried as she read one woman's testimony about needing to abort her pregnancy because of medical complications.

"Instead of choosing an outfit for her to move home, I was picking out her burial gown," Davis read, according to the Texas Tribune's live blog. "I held her -- kissed her -- watched her get baptized -- told her that I loved her and I said, 'Goodbye.'"

Despite that searing memory, the writer wrote that she opposed Senate Bill 5.

Patricia wrote that her friend almost died of an abortion, but she talked about hypocrisy and misogyny in her story to Davis.

"The government has no right to take my guns but does have the right to force me to have a baby I can't care for?" she wrote. "I believe with all my heart that the real sin is, not to have an abortion but to bring into this world a child whom you know you cannot care for properly."

Ellen was raped on a date when she was 17, she wrote. Then learned she was pregnant.

"My only thought was to kill myself, because I didn't know any other option available to me," she wrote. But her mother intervened and took her to an abortion clinic, where she ended her pregnancy.

"The entire experience was horrible, but I cannot imagine what it would be like under the circumstances that Texas now wants to make women undergo," Ellen wrote. "I made a decision to save my life: my own, and it was the most important decision I've ever made and will ever make."

'All My Children,' 'One Life to Live' to Air on OWN

LOS ANGELES (TheWrap.com) - The Oprah Winfrey Network is getting all soaped up this summer.

The recently revived soap operas "All My Children" and "One Life to Live" will air for a 10-week engagement on OWN this summer, starting July 15.

The network will air the first 40 episodes of the series, Monday through Thursday, with "All My Children" airing at 1 p.m, and "One Life to Live" airing at 3 p.m.

"These shows have proven to be very popular with a significant, loyal fan base, not to mention Oprah herself is a big fan," OWN president Erik Logan said of the run. "Many of our viewers across numerous platforms have expressed their passion for the soaps so we are especially excited to air this limited engagement on OWN."

The soaps, which were revived by Prospect Park after network cancelation, premiered in their new incarnation on April 29, airing on The Online Network, Hulu and iTunes.

"We are really excited to bring OWN viewers and our audience at large an opportunity to catch up on 'All My Children' and 'One Life to Live' on traditional television," Prospect Park Networks CEO Jeff Kwatinetz said. "We look forward to our millions of fans enjoying the first 40 episodes of the shows."

According to the Wall Street Journal, Google might make another foray into living room hardware as it's currently developing an Android powered gaming console. Since that's just not enough of a rumor bomb, the talkative "people familiar with the matter" also claim a wristwatch and followup to its "postponed" Nexus Q project are on the way. If you believe the rumors, its reason for jumping into all these categories is to beat products Apple is reportedly developing in the same categories, with at least one of them launching this fall. Finally, the leaks indicate Google's next major Android update will be "tailored to low-cost devices in developing countries," and are ready to go in a much wider variety of devices.

That could mean laptops or even appliances running the rumored Key Lime Pie flavor of Android, built by manufacturers like Samsung which is already working on a watch of its own. Also mentioned is HP, which the report goes on to claim is building laptops that run Android. Companies like Ouya, Mad Catz, Pebble and GEAK probably think Mountain View is already late to the party, but official OS-level support and heavily marketed hardware could take these segments to the next level.

Ecuador says it has received asylum request from Snowden

QUITO (Reuters) - Ecuadorean Foreign Minister Ricardo Patino said on Sunday that former U.S. National Security Agency contractor Edward Snowden had asked Ecuador for asylum.

"The Government of Ecuador has received an asylum request from Edward J. #Snowden," Patino, who is on an official visit to Vietnam, said on Twitter.

Patino did not give additional details.

WikiLeaks spokesman Kristinn Hrafnsson confirmed that Snowden had requested asylum in Ecuador. The anti-secrecy website had earlier said it helped Snowden find "political asylum in a democratic country".

Ecuador has given political asylum to the founder of WikiLeaks, Julian Assange, who has spent more than a year holed up at Ecuador's embassy in London.

Ecuadorean President Rafael Correa has said Assange is right to fear he might be sent from Sweden, where he is accused of sexual assault, to the United States to face charges over WikiLeaks' publication in 2010 of secret U.S. cables.

Will Jay-Z actually represent clients of his newly built sports agency Roc Nation Sports in contract negotiations?

Ron Berkowitz, a spokesman for Roc Nation Sports, confirmed to ESPN.com that, as of this week, Jay-Z is now licensed to work as an NBA agent. Juan Perez, president of Roc Nation Sports, also is now certified with the National Basketball Players Association.

The news was first reported by the Sports Business Journal.

What?s not clear is how soon Jay-Z actually can represent players. A source close to the situation said that, as of Wednesday, the hip-hop mogul had not sold his small share (less than 1 percent) of the Brooklyn Nets.

?Carbon neutral isn?t good enough": BT CEO Ian Livingston presents Net Good plan in London

LONDON: BT?s Net Good framework was launched in London yesterday, where BT?s CEO Ian Livingston and other experts showcased the new carbon abatement methodology, which has the potential to jump start innovation across the private sector.

Mark Kenber, CEO, The Climate Group, opened the event at the packed RSA in London by framing the ?essential? need to measure impacts beyond companies? own footprints in order to drive down global emissions. Mark praised BT?s Net Good framework?s ?innovative approach? and called for more companies to contribute to ?enabling even more CO2 savings than they cause?.

Ian Livingston, CEO, BT, then presented the Net Good methodology, of helping customers reduce carbon emissions by at least three times the end-to-end carbon impact of BT?s business by 2020. He stated: ?Carbon neutral isn?t good enough. We have to aim for carbon positive?, and said that ?doing good business? and ?being a good business? are complementary elements: ?You can become a good business by putting sustainability at the heart of what you do and being a responsible citizen in the areas you operate?.

Open source data

Ian Livingston stressed the role of customers for delivering Net Good results, as they are increasingly looking to do businesses with companies that ?do the right thing? and are a central aspect of the open-source nature of the Net Good framework. He concluded that while there is ?no silver bullet?, he called Net Good an ?ambitious goal that presents real opportunity? for better business, ending on the inspiring: ?We hope to play our part in creating a better future.?

Then Kevin Moss, Program Director Net Good, BT, took to the stage to explain the framework in more depth. He said Net Good will better measure green product portfolios to deliver profits and benefits: ?For each of our products that help customers save carbon, we?ve calculated just how much.? He clarified the three routes that BT will go to grow from its current 1:1 to 3:1 by 2020, including upstream supply chains which represent 64% of BT?s end-to-end emissions. But Kevin iterated that BT can not do the work alone, and collaboration and open sourcing for data is integral to Net Good.

Calling for bold ambition across industries, Kevin said that while CO2 savings surpassing a business footprint is good, interventions must also ?disrupt and drive a cleaner energy system?. He wrapped up by pointing to BT?s Better Future report and the company?s influential leadership, affirming: ?By putting the stake in the ground, we hope others will do the same; try it, build on it? so the shift moves from doing less bad, to more good.?

Private sector innovation

Following the framework launch was a panel moderated by The Climate Group?s CEO, Mark Kenber, who asked guests to discuss the Net Good framework and its wider impacts. Tom Delay, Chief Executive, the Carbon Trust, said that global businesses must be sustainable to engender loyalty among future generations, as their surveys show that "consumers are more loyal to brands with environmental strategies?. While he said that to correlate financial and environmental performance is ?unfair?, it is inherent in many industries. He said: ?All sectors can do the Net Good calculation, but it is about understanding individual impacts of companies and consumption?. He concluded that BT?s Net Good is an ?enormous opportunity? for both the medium and long term, for companies that want to do business in a more transparent way.

Mike Berners-Lee of Small World Consulting?also agreed that?both trust and transparency are key to Net Good, and?while the supply chain analysis that Net Good requires may put people off due to its complexity, it is a practical process that gives ?intelligent steer? to businesses.?

Paul Crewe, Head of Sustainability, Engineering, Energy & Environment, Sainsbury?s, praised Net Good for its ?bold and vitally important first step into the unknown?. He said Sainsbury?s operates in a competitive market yet still aims for the Net Good framework, by running ambitious pilots and quickly rolling-out successes. He said: ?We?d rather shoot for the stars and land on the moon than not shoot at all?, and that while Sainsbury?s is competitive, ?collaboration and sharing are essential?.

BT?s Kevin Moss who was also on the panel, further highlighted BT?s efforts in carbon abatement, including the company?s aim to make 15% of all procurement decisions weighted towards carbon and energy saving. He said much of the program's progress is driven by customers asking about sustainability more, as well as working in an increasingly resource-constrained ?new world?, in which Net Good will help BT thrive. Kevin added that while BT is fortunate by being in the ICT sector where there are straight-forward metrics on both sides as well as big opportunities in smart cities, homes, energy and transport, he added that real impact was in inspiring others. He said: ?we do not expect to make a profit from the Net Good launch, but it will help us with innovation and opportunity - and we want our customers and suppliers to play a part?.

The event ended with a series of break-out sessions lead by representatives from the Carbon Trust, The Climate Group and BT, where engaged stakeholders shared ideas on achieving simple metrics and driving standards that will feed into the open-source nature of Net Good. Niall Dunne, Chief Sustainability Officer, BT,?concluded with: ?Disruptive and simple is good. Let?s get diverse: this is about systematic transformation. G-8 advances on Syrian peace talks, tax evasion

ENNISKILLEN, Northern Ireland (AP) ? President Barack Obama, Russian President Vladimir Putin and other G-8 leaders took a united stance Tuesday on seeking a negotiated Syrian peace settlement to forge a "united, inclusive and democratic" government ? but couldn't agree on whether this means President Bashar Assad must go.

The declaration at the end of the two-day Group of Eight summit sought to narrow the diplomatic chasm between Assad's key backer, Russia, and Western leaders on starting peace talks in Geneva to end a two-year civil war that has claimed an estimated 93,000 lives.

G-8 leaders also published sweeping goals for tightening the tax rules on globe-trotting corporations that long have exploited loopholes to shift profits into foreign shelters that charge little tax or none. But that initiative, aimed at forcing the Googles and Apples of the world to pay higher taxes, contained only aspirations, no binding commitments.

The Syrian declaration said the country needs a new coalition government with "a top leadership that inspires public confidence." It made no reference the possibility of sending U.S., British or French weapons to rebels, an option being kept open by all three G-8 members. Russia refused to back any declaration that made Assad's ouster an explicit goal, arguing that it would be impossible to start peace talks with a predetermined outcome.

Reflecting the profound divisions that remain, the British host, Prime Minister David Cameron, declared in response to reporters' questions it was "unthinkable that President Assad can play any part in the future government of his country. He has blood on his hands. He has used chemical weapons."

Putin, speaking simultaneously to Cameron at a different location in a gesture that some diplomats construed as rude, rejected Cameron's views as unproven.

And referring to last month's butchery of an off-duty British soldier in London by ax- and knife-wielding Muslim extremists, Putin warned Cameron that the weapons sent to Syria might end up being used to kill people in Europe.

"There are many such criminals in the ranks of the (Syrian) opposition, such as those who committed the brutal murder in London. Do the Europeans want to provide such people with weapons? ... We are calling on all our partners to thoroughly think it over again before taking this very dangerous step," Putin said.

Reflecting growing unease at the behavior of Muslim extremists in the ranks of Syria's splintered opposition forces, the G-8 declaration said participants in any peace talks must agree to expel al-Qaida-linked fighters from the country.

The declaration condemned human rights abuses committed by government forces and rebels alike, and called on both sides to permit access by U.N.-led chemical weapons experts trying to investigate the contentious claims of chemical weapons use.

In its only concrete commitment, the plan commits a further $1.5 billion in aid for Syrians driven from their homes by the conflict: 4.2 million within Syria and 1.6 million more taking refuge in neighboring countries. The G-8 noted that the new funds would cover only part of the United Nations' 2013 appeal for $5.2 billion in Syria-directed aid.

Earlier, G-8 leaders announced new goals to combat tax avoidance by multinational companies. In a joint statement they said tax authorities should share information "to fight the scourge of tax evasion" and make it harder for companies to "shift their profits across borders to avoid taxes."

Britain heralded the agreement as a good first step toward creating a new environment of corporate transparency. A key principle in the plan would require multinationals to declare how much tax they pay in each country.

U.S. Senate hearings this year investigating the tax payment policies of Apple found that the smartphone and computer innovator also has developed some of the world's most innovative tax-avoidance policies. Apple admitted it used, legally, two companies registered in Ireland ? but in one case managed from the U.S. state of Nevada ? to manage much of the company's non-U.S. profits worldwide and paid taxes at a rate of less than 1 percent.

British lawmakers likewise have sharply criticized Google UK for registering all of its regional sales in neighboring Ireland, which charges half the rate of corporate tax.

Many of the world's leading companies, and even bands like U2, employ complex corporate structures involving multiple subsidiaries in several countries to minimize the tax bills in their home nation. One such maneuver, called the "double Irish with a Dutch sandwich," allows foreign companies to send profits through one Irish company, then to a Dutch company and finally to a second nominally Irish company that is headquartered in a usually British tax haven.

Campaigners for greater tax transparency appealed to the G-8 to ensure that reforms benefited the poorest countries of Africa, South America and Asia as well as the rich West. Anti-poverty campaigners stressed that shell companies provide a key mechanism for embezzling government funds in corrupt countries.

Cameron says Britain will lead by example by creating a registry of who really owns companies, and will consider making it public ? an idea viewed skeptically by many other countries fearful of scaring companies out of their jurisdictions.

And Britain itself stands accused of being one of the world's main links in the tax-avoidance chain. Several of Britain's own island territories ? including Jersey, Guernsey and the British Virgin Islands ? serve as shelters and funnel billions each week through the City of London.

"Of course, Britain's got to put its own house in order," said Britain's treasury chief, Chancellor of the Exchequer George Osborne, who addressed the G-8 meeting on corporate tax reform along with International Monetary Fund Managing Director Christine Lagarde.

She commended the G-8 initiative as necessary to address taxpayers' indignation at corporate tax-dodging and reflected the fact that "almost all governments need additional revenues."

Before the summit, Britain announced a provisional agreement with the finance chiefs of nine British offshore dependencies and territories to improve their sharing of information on individuals and companies banking cash there.

Also Tuesday, Cameron won commitment from all eight G-8 nations to stop paying ransoms to kidnappers in hope of deterring the practice following January's bloody capture by al-Qaeda-linked militants of an Algerian gas facility. Ten Japanese, five Britons, three Americans and a French national were among the 40 civilians killed as Algerian forces retook the facility.

Hostage-taking of foreign workers for cash payments is on the rise across much of West Africa, particularly Nigeria with its own oil industry dominated by Western companies and foreign managers. Italian and French authorities have been accused of paying ransoms on the quiet.

Cameron invited the leaders of Libya and the African Union to join the talks over lunch to discuss the issue.

Lilly stops mid-stage Alzheimer's drug study

NEW YORK (AP) ? Eli Lilly and Co. said Thursday that it stopped a mid-stage clinical trial of an experimental Alzheimer's disease drug because of potential side effects on patients' livers.

The company stopped testing LY2886721 because of abnormal results in liver biochemical tests. Lilly says the results were found as part of routine monitoring and it will continue to monitor all patients.

The Indianapolis company will evaluate data from the trial before deciding on the next steps for the drug. Lilly says it may continue development of similar drugs. Lilly will take a charge related to stopping the trial, but it won't affect its full-year guidance.

About 35 million people worldwide have dementia. Alzheimer's is the most common type and there are around 5 million patients in the U.S. Approved drugs like Aricept and Namenda temporarily ease symptoms, but there is no cure.

The company is also running late-stage studies on the drug solanezumab as a treatment for Alzheimer's disease. Solanezumab targets beta-amyloid, the sticky plaque that gums up the brains of patients with the disease.

In August 2010 Lilly ended a late-stage trial of the Alzheimer's drug semagacestat, which was more like LY2886721 than solanezumab. Both drugs target types of an enzyme called secretase.

Eli Lilly shares rose 7 cents to close at $51.85. They fell 26 cents to $51.59 in after-hours trading.

Inspector in Philadelphia collapse commits suicide

PHILADELPHIA (AP) ? A veteran inspector who surveyed a downtown building weeks before it collapsed, killing 6 people, was found dead from a self-inflicted gunshot wound a week after the accident, authorities said Thursday.

Ronald Wagenhoffer, 52, was found shot in the chest in a pickup truck around 9 p.m. Wednesday. A longtime employee with the Department of Licenses and Inspections, Wagenhoffer had inspected the building May 14 and signed off on demolition work underway, after getting complaints about the site from the public, Deputy Mayor Everett Gillison said.

That was three weeks before the vacant four-story building collapsed onto a neighboring Salvation Army thrift store on June 5, killing two employees and four customers and injuring 13 other people.

"With the building collapse a week ago, we have now lost seven lives in connection with this tragedy," Gillison said at a news conference, adding that Wagenhoffer leaves behind a wife and son. "This man did nothing wrong. The department did what it was supposed to do."

Department employees were informed of the death Thursday morning. Wagenhoffer was a 16-year city employee who had started with the Department of Public Property and worked his way up through the ranks to building inspector, according to city officials. He had worked until 3 p.m. Wednesday.

The department's head, Carlton Williams, said Wagenhoffer did everything he could to protect people.

"We strive to protect our citizens by enforcing the building codes. And that's what Ron did," Williams said. "He was a dedicated civil servant who loved his job."

Investigators say a heavy equipment operator with a lengthy rap sheet was high on marijuana when the building collapsed. The operator, Sean Benschop, faces six counts of involuntary manslaughter, 13 counts of recklessly endangering another person and one count of risking a catastrophe. His attorney has said he was being made a scapegoat.

The city's top prosecutor has convened a grand jury to investigate whether anyone else should face criminal charges. A half-dozen survivors have filed lawsuits against the contractor and the building's owner.

A demolition permit indicates that contractor Griffin Campbell was being paid $10,000 for the job. Campbell's lawyer has called him despondent but "absolutely not responsible" for the deaths. On Thursday, he released a statement expressing condolences to the families of the inspector and the victims.

"Our heartfelt condolences go to the family of the inspector," attorney Kenneth Edelin said in a statement. "We also continue to pray for the families of those that were lost, and for the health and speedy recovery of those that were injured."

Court ruling may open up breast cancer gene tests

A ruling by the Supreme Court that human genes can't be patented is expected to increase access and drop the cost for tests for gene mutations that greatly raise the risk of developing breast or ovarian cancer.

In a bit of a mixed message, the court unanimously decided that certain types of gene tests may still be protected by patents, yet it struck down patents that a company has long held for BRCA genes. The company makes the only test for two of those breast cancer genes, BRCA1 and BRCA2.

"It appears that it will allow the market to open up so that other laboratories can offer the test," said Rebecca Nagy, a genetics counselor at Ohio State University and president of the National Society of Genetic Counselors. And that should make the tests cheaper and available to more women, she said.

Hours after the ruling, one company ? DNATraits, part of Houston-based Gene By Gene, Ltd. ? said it would offer BRCA gene testing in the United States for $995 ? less than a third of the current price.

A primer on the case:

Q: What did the court say?

A: Patents held by Myriad Genetics Inc. on BRCA1 and BRCA2 genes are not valid, because isolating a naturally occurring segment of DNA cannot be patented. We all have two copies of these genes; mutations in one of them can give a woman up to an 87 percent risk of developing breast cancer and up to a 54 percent risk for ovarian cancer.

Q: How many people have them?

A: In the U.S., about 5 to 10 percent of breast cancers are thought to be due to bad BRCA genes. Among breast cancer patients, BRCA mutations are carried by 5 percent of whites and 12 percent of Eastern European (Ashkenazi) Jews. Rates in other groups aren't as well known, but a recent study suggests they are more common than has been believed in blacks.

Q: How expensive are the Myriad tests?

A: They cost $3,000 to $4,000 and insurers only cover them for women thought to be at high risk because of family history of breast or ovarian cancer or other risk factors. The tests are not recommended for women at average risk.

Q: What about other tests for breast cancer genes?

A: Some other tests look for mutations in 16 other genes less commonly involved in breast cancer but those have not been able to include BRCA1 and BRCA2 because of Myriad's patents. Those other tests cost around $2,600. The court's ruling means these tests likely will be able to include BRCA1 and BRCA2 for no or little additional cost in the future, giving a more complete picture of a woman's risk, Nagy said.

Q: What about other gene tests that can still be patented?

A: The court said tests that involve making?cDNA, or complementary DNA, can still be patented. They take an extra step to isolate only the "working parts" or coding regions of a gene.
