French intelligence officials reported on Monday that they translated a document discovered after French Foreign Legionnaires battled members of al-Qaeda, according to an intelligence official on Monday.

The document reveals that Al-Qaeda in the Islamic Maghreb (AQIM) sought to create an Islamist state in northern Mali but not mention the operation on al-Qaeda and Islamist Internet web sites, said Jacob Balaban, a former U.S. police intelligence officer now running a private security firm.

AQIM, a violent extremist group based in Algeria and northern Mali, formerly known as the Salafist Group for Preaching and Combat (GSPC), merged with al-Qaeda in September 2006. GSPC was one of 15 entities originally listed in the United Nations? Consolidated List of individuals and entities associated with Osama Bin Laden, al-Qaeda, and the Taliban in October 2001. AQIM has raised tens of millions of dollars through kidnapping for ransom and used the proceeds to help fund the full range of its activities, including acquiring weapons, staging attacks, and establishing its control over large areas of northern Mali, according to the U.S. Treasury Department.

The document, which was discovered in Timbuktu after the French and Mali forces drove out the terrorists, is said to have been signed by the AQIM?s leader, Abdul Malik Drukalah.

The handwritten document dates back to July 2012 and describes a course of action formulated by the AQIM?s leader: To found a radical Islamic nation in the northern section of Mali; and to do so with a minimal amount of fanfare or boasting, according to French news agency Algerie 1.

The document reportedly contains information regarding terrorist operations in northern Mali and the assignments given to AQIM terrorist commanders.

In the document, which reads like a diary of sorts, Drukalah displays anger over some AQMI fighters who used extreme methods against Muslims who don?t adhere to strict Shariah precepts, according to Algerie 1.

Drukalah wrote of establishing an independent Islamic government that will apply Shariah (Islamic law) with the help of two other Islamist groups ? Azawad Liberation Movement and Ansar al-Din Movement.

Drukalah also cautioned AQIM fighters to avoid creating conflict with the secular rebels, the National Movement for the Liberation Azawad (NMLA).

?Alliances are of paramount importance. It gives us three advantages. If we are attacked, we will not be alone. Also, the international community does not focus its pressure solely on us, but also on our allies. Finally, we will not only take responsibility for any failure,? Drukalah wrote in his diary.

?This AQIM document is part battle plan and part political strategy and it reveals the pragmatism that is beginning to take root in Islamist strategy. But as with any corrupt political movement, AQIM believes the ends justify the means. And the ends in the Mali war are Islamic oppression of a nation?s population,? said Balaban.

Man charged with shooting neighbor's Bernese Mountain dogs

A Chester County, Pa., man will now be charged for?shooting and killing his neighbor's two beloved dogs.

Police say 72-year-old Gabriel Pilotti shot and killed his neighbor's two dogs.

"These are dogs that slept with the kids in their rooms," said Bill Bock, who had to break the news about the family pets to his children.

"A lot of tears," said Bock.

Argus and Fiona, Bernese Mountain dogs, escaped from their fenced yard Feb. 13 in West Vincent Township, Chester County in Pennsylvania. They wound up inside Gabriel Pilotti's yard, where he keeps sheep.

Pilotti, 72,?shot and killed both dogs, according to police. Investigators say he told them he was afraid the dogs would hurt his sheep.

"I asked him why he would shoot two dogs," said Bock. "And he said, 'I shoot first.'"

The shootings caused tension in the community because initially Pilotti was not charged. Prosecutors said his actions were justified because of a Pennsylvania law that states you can kill a dog if it's caught in the act of pursuing a domesticated animal.

West Vincent police went back to investigate some more, however, and determined that the dogs were not chasing or pursuing Pilotti's sheep when he shot them.

According to District Attorney Tom Hogan, Pilotti shot the first dog in the head, then reloaded his shotgun and killed the second dog as it was running away from Pilotti.

"There was no justification for the killing of these two dogs," Hogan said. "Our sympathies go out to the family and children who lost their beloved pets."

Pilotti is charged with cruelty to animals and recklessly endangering another person because police say there was a house in the line of fire when Pilotti was shooting. Police say Pilotti "expressed remorse for his conduct."

The All-India Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers (Base: 1986-87=100) for January, 2013 increased by 6 points each?? to stand at 694 (Six hundred and ninety four) points for Agricultural Labourers and 695 (Six hundred and? ninety five) points for Rural Labourers.

The rise/fall in index varied from State to State. In case of Agricultural Labourers, it recorded an increase which varied between 2 to 12 points in 17 States and a decrease between 1 to 9 points in 3 States. Haryana with 765 points topped the index table whereas Himachal Pradesh with the index level of 554 points stood at the bottom.

(SANLUISOBISPO) ? Chumash leaders are asking a North County semi-pro baseball team to change its logo, which it says is demeaning to Native Americans.

The mascot for the North County Indians is a grinning, bright-red, Native American caricature that is based on the Cleveland Indians mascot, Chief Wahoo.

That mascot also has drawn criticism over the years, as have various similar logos from professional sports to Little League. The best-known pro sports teams that still have such logos are the Indians, Atlanta Braves, and Washington Redskins. All remain controversial.

Social media gives Indonesian women new voice

JAKARTA, Indonesia (AP) ? A judge being interviewed for a Supreme Court job jokes that women might enjoy rape. A local official takes a 17-year-old second wife, then quickly divorces her by text message.

Both cases reflect attitudes toward women's rights and safety that have persisted for years in this Southeast Asian archipelago nation of 240 million people. The difference now: Both officials are at risk of losing their jobs.

Women in this social-media-obsessed country have been rallying, online and on the streets, against sexist comments and attacks on women. The response is seen as a small step for women's rights in Indonesia, where the government is secular and most people practice a moderate form of Islam.

"We are living in a different era now," said Husein Muhammad of the National Commission on Violence Against Women. "... Now we have supporting laws and social media to bring severe consequences and social sanctions."

Still, rights groups say the country remains far behind on many issues involving gender equality and violence. Rape cases often are not properly investigated, and victims are sometimes blamed.

And although it is rare to divorce by text message, as Aceng Fikri did last summer, unregistered polygamous marriages such as his are common.

Fikri, chief of Garut district in West Java province, called it quits four days after marrying his teenage bride in July. He claimed she was not a virgin, which she denied.

A photo of the couple posted on the Internet slowly began to stoke chatter ? and then rage. The outcry spread by local media and on Twitter, blogs, Facebook and popular mobile phone networking groups such as BlackBerry and Yahoo Messenger.

Thousands of people took to the streets in December to protest. Students and women's rights activists in Garut demanded that he resign, trampling and spitting on photos of his face before setting them ablaze outside his council building.

President Susilo Bambang Yudhoyono responded by issuing a rare public condemnation of the 40-year-old official and his illegal marriage. The Supreme Court late last month recommended that the president dismiss Fikri for violating the marriage law, and police are investigating the case because it involves a minor.

Outrage also erupted in social media in January after Judge Muhammad Daming Sunusi told a parliamentary selection panel for Supreme Court positions that it could be a mistake to impose the death penalty for rape because both the attacker and the victim "might have enjoyed" it. The remark reportedly drew laughter from panel members. Sunusi later apologized and said he been joking.

"Enough is enough!" said Muhammad, of the commission on violence against women. "Our officials should no longer mess around and issue ridiculous statements even as a dumb joke."

Not only was Sunusi rejected for a job on the Supreme Court, but the country's Judicial Commission has recommended that he be dismissed from his position on the South Sumatra High Court. But the Supreme Court would have to agree, and it has said such punishment would be too severe because he made the remark in an interview, not during a trial.

Sunusi is hardly the first in Indonesia to be criticized for his comments about rape.

In 2011, after a woman was gang raped on a minibus, then-Jakarta governor Fauzi Bowo drew protests after warning women not to wear miniskirts on public transportation because it could arouse male passengers. Bowo lost his re-election bid last year.

A sex-trafficking case involving a 14-year-old girl prompted Education Minister Mohammad Nuh to say last year that not all girls who report such crimes are victims: "They do it for fun, and then the girl alleges that it's rape," he said. His response to the criticism he received was that it's difficult to prove whether sexual assault allegations are "real rapes."

Growing concern in Indonesia over women's rights reflects that in India, where a brutal and deadly New Delhi gang rape in December has drawn nationwide protests and demands for change. That case also resonated in Indonesia.

"Let's imagine the suffering of women who are treated badly by their husbands and the rape victims. What if it happened to our own families?" said Ellin Rozana, a women's rights activist in Bandung, capital of West Java province. "We need government officials who will be on the front line to protect women, and judges who can see that violence against women is a serious crime."

In the West Java official's case, it was the text-message divorce that prompted outrage more than his unregistered second marriage, though such weddings raise issues about women's rights. They are regularly performed for Indonesians ranging from poor rice farmers to celebrities, politicians and Muslim clerics.

Polygamy remains common in many Muslim countries, based on Islamic teachings that allow men to take up to four wives.

In Indonesia, men are allowed to marry a second wife only after the first gives her blessing. Since most women refuse to agree to share their husbands, unregistered ceremonies, or "nikah siri," are often secretly carried out by an Islamic cleric outside the law.

Some of the marriages are simply a cover for prostitution. A cleric is paid to conduct "contract marriages" as short as one night in some parts of Indonesia, usually for Middle Eastern tourists.

Practices differ slightly elsewhere, with men in places such as Malaysia sometimes marrying outside the country to avoid informing existing spouses and seeking permission from an Islamic court. Ceremonies in Iraq are often held in secret for the same reason. No approval is needed in the Palestinian territories, but contract marriages are banned.

Without a marriage certificate, wives lack legal rights. Children from the marriage are often considered illegitimate and are typically not issued birth certificates, creating a lifetime of obstacles ranging from attending schools to getting a passport.

However, in another sign of Indonesia's changing attitudes, the Supreme Court this month ordered all judges to obey an earlier Constitutional Court ruling granting rights such as inheritance to children born out of wedlock, and to punish fathers who neglect them.

The women's commission on violence is now pushing for a revision of Indonesia's 1974 marriage law to grant more protections to women and children.

"I hope Indonesian women can take a lesson from Fikri's case," said Ninik Rahayu of the commission. "At least it has awakened their awareness to not marry in an illegal way."

How a battle over soybeans made it to the Supreme Court

WASHINGTON (AP) ? Vernon Hugh Bowman seems comfortable with the old way of doing things, right down to the rotary-dial telephone he said he was using in a conference call with reporters.

But the 75-year-old Indiana farmer figured out a way to benefit from a high-technology product, soybeans that are resistant to weed-killers, without always paying the high price that such genetically engineered seeds typically bring. In so doing, he ignited a legal fight with seed-giant Monsanto Co. that has now come before the Supreme Court, with argument taking place Tuesday.

The court case poses the question of whether Bowman's actions violated the patent rights held by Monsanto, which developed soybean and other seeds that survive when farmers spray their fields with the company's Roundup brand weed-killer. The seeds dominate American agriculture, including in Indiana where more than 90 percent of soybeans are Roundup Ready.

Monsanto has attracted a bushel of researchers, universities and other agribusiness concerns to its side because they fear a decision in favor of Bowman would leave their own technological innovations open to poaching. The company's allies even include a company that is embroiled in a separate legal battle with Monsanto over one of the patents at issue in the Bowman case.

The Obama administration also backs Monsanto, having earlier urged the court to stay out of the case because of the potential for far-reaching implications for patents involving DNA molecules, nanotechnologies and other self-replicating technologies.

Monsanto's opponents argue that the company has tried to use patent law to control the supply of seeds for soybeans, corn, cotton, canola, sugar beets and alfalfa. The result has been a dramatic rise in seed prices and reduced options for farmers, according to the Center for Food Safety. The group opposes the spread of genetically engineered crops and says their benefits have been grossly overstated.

"It has become extremely difficult for farmers to find high-quality conventional seeds," said Bill Freese, the center's science policy analyst.

Consumer groups and organic food producers have fought Monsanto over genetically engineered farm and food issues in several settings. They lost a campaign in California last year to require labels on most genetically engineered processed foods and produce. Monsanto and other food and chemical companies spent more than $40 million to defeat the ballot measure.

Monsanto says the success of its seeds are proof of their value. By and large, "farmers appreciate what we do," David Snively, Monsanto's top lawyer, said in an interview with The Associated Press.

Herbicide-resistant soybean seeds first hit the market in 1996. To protect its investment in their development, Monsanto has a policy that prohibits farmers from saving or reusing the seeds once the crop is grown. Farmers must buy new seeds every year.

Like almost every other farmer in Indiana. Bowman used the patented seeds for his main crop. But for a risky, late season crop on his 300 acres in Sandborn, about 100 miles southwest of Indianapolis, Bowman said, "I wanted a cheap source of seed."

He couldn't reuse his own beans or buy seeds from other farmers who had similar agreements with Monsanto and other companies licensed to sell genetically engineered seeds. And dealers he used to buy cheap seed from no longer carry the unmodified seeds.

So Bowman found what looked like a loophole and went to a grain elevator that held soybeans it typically sells for feed, milling and other uses, but not as seed.

Bowman reasoned that most of those soybeans also would be resistant to weed killers, as they initially came from herbicide-resistant seeds, too. He was right, and he repeated the practice over eight years.

He didn't try to keep it a secret from Monsanto and in October 2007, the company sued him for violating its patent. Bowman's is one of 146 lawsuits Monsanto has filed since 1996 claiming unauthorized use of its Roundup Ready seeds, Snively said.

A federal court in Indiana sided with Monsanto and awarded the company $84,456 for Bowman's unlicensed use of Monsanto's technology. The federal appeals court in Washington that handles all appeals in patent cases, upheld the award. The appeals court said that farmers may never replant Roundup Ready seeds without running afoul of Monsanto's patents.

The Supreme Court will grapple with the limit of Monsanto's patent rights, whether they stop with the sale of the first crop of beans, or extend to each new crop soybean farmers grow that has the gene modification that allows it to withstand the application of weed-killer.

The company sees Bowman's actions as a threat both to its Roundup Ready line of seeds and to other innovations that could be easily and cheaply reproduced if they were not protected.

"This case really is about 21st century technologies," Snively said.

Bowman and his allies say Monsanto's legal claims amount to an effort to bully farmers.

The Center for Food Safety's Freese points out that Monsanto's biggest moneymaker is corn seed, which cannot be replanted. "So seed-saving would have no impact on the majority of Monsanto's seed revenue," he said.

The case is Bowman v. Monsanto Co., 11-796.

Unless and until Obama can get the court configured in his favor; at which point the kind of settled and controlling law conservatives refuse ever to revisit will be egregiously and with political motivation overturned by leftist activists on the Court.? Bank on it.

The very idea that the 2nd Amendment sets out to assure that only the rights of some select people ? governmental functionaries and civil servants ? shall not be infringed, is a rather obvious and odious misreading of a text that makes clear that the right of THE PEOPLE, a singular, all-encompassing set, to keep and bear arms, shall not be infringed.

Creating a class of governmental agent who is not only better armed than the people, but who are then charged with making sure that they are better armed, flies directly in the face of the Second Amendment?s intent.? That many police chiefs are willing to trade the liberties of law-abiding gun owners for a measure of their own safety is, frankly, abhorrent and cowardly.

Similarly, as I learned last evening from a presentation by Dr John Lott put on by the Rocky Mountain Gun Owners and sponsored by my House Rep, Lori Saine, the Obama Administration is looking at the passage of a universal background check in Colorado as a way to push the issue nationally.

But from testimony and debate on that measure ? to which Colorado Democrats in the assembly were impervious (many of them didn?t even stay in the chamber), passing the voice vote on a near party line count (3 Dems from rural areas split off),? it was clear that there is no workable enforcement mechanism for the proposed law ? and that the Democrats know this.? And because that?s the case, Dems will then insist down the line that, for their law to actually work ? for public safety and for the children ?? it must be tied to a gun registry.? That?s just ?common sense,? we?ll be told.

This is the real and actual trajectory gun-control advocates are working from, with the ultimate end being a registry and then, when the time is ripe, confiscation or a massive coerced or mandatory ?buy-back.?

Watching this unfold, I?d like to say to people like Joe Scarborough ? a key speaker at the National Review?s ?Conservative Summit? ? that their dismissal of gun owners concerns that the government is after our guns, often done in ways that mock us and call us fringe conspiracy buffs and extremely extreme extremists, is actively aiding the left?s long-term gun grab plans, the very clear contours for which are easy enough to see once one drops the faux-sophisticate stance that keeps him in the good graces of a progressive media.

These ?conservatives? are nothing of the sort. They are Trojan horse statists, and the fact that they are being pushed as the party?s future shows that the establishment and the base are miles apart.

Microsoft Surface Pro mSATA SSD Upgrade: Dangerous but Successful

Unlike current ARM or Atom based tablets, Microsoft's Surface Pro integrates a full blown mSATA SSD. My review sample included a 128GB Micron C400, while I've seen reports of users getting Samsung PM830 (OEM SSD 830) based drives. Both of these drive options are great so long as you remember to keep a good amount of space on the drive free (15 - 25% free space is a good rule of thumb). Unfortunately, Microsoft only offers two capacities (64GB and 128GB) despite there being much larger mSATA SSDs available on the market. To make matters worse, supplies have been tight of the 128GB Surface Pro, with 64GB models a little easier to come by.?

A few adventurous Surface Pro owners have decided to try to swap out their 64GB mSATA SSDs with larger models. One of our readers (Tim K.) managed to successfully transplant a 240GB Intel SSD 525 in his Surface Pro. The trick is to make sure you clone the original GPT formatted mSATA SSD properly. For this, Tim used Reflect to clone the drive and MiniTool Partition Wizard to expand the data partition to the full capacity of the new SSD.

While he had no issues getting the drive working, his Surface Pro did sustain damage during the upgrade process. As we learned from iFixit's teardown of the tablet, there's a ton of adhesive everywhere and melting/breaking it is the only way to get inside Surface Pro. Unfortunately the cable that drives the touchscreen was pulled up when Tim separated the display from the VaporMg chassis. The tablet works as does the pen, but the display no longer functions as a capacitive touchscreen.

Tim tried to use a conductive pen to restore contact between the cable and the contacts on the back of the display but so far hasn't had any luck (if any MS engineers who worked on Surface Pro are reading this and have any suggestions feel free to comment here or email me). The process of disassembling the Surface Pro isn't easy. It took Tim roughly an hour and a half to get inside. With the knowledge that he now has, Tim believes that he'd be able to get in without damaging the unit but he cautions against anyone else looking to get into Surface Pro. I didn't want to risk tearing apart my Surface Pro review sample, so I'm grateful to Tim for going the distance to prove it works. He's also awesome enough to share photos of the aftermath with us and post a thread in the forums to help other folks brave enough to try this.

John566 over at the tabletpcreview forums managed to get into his Surface Pro safely (it looks like he didn't attempt a complete disassembly, but rather left the cable side of the display in place and just lifted up the other side). He was having issues getting the new SSD (a 256GB Micron C400) recognized however.

Accrual Accounting-who does this monthly? - UK Business Forums

Hello Everyone,

I could do with some opinions please.

The company I am employed with would like me to change our accounting method from cash accounting to accrual accounting.

I cant see any benefit to this because I track each contract & budget closely & the monthly management reports I produce / mainly budget reports shows them everything that they need to know.

They are concerned with what other businesses are doing & what financial reports external people would like to see ie if they wanted a bank loan or were to sell the business.

Accrual accounting is a lot of extra work because of the way our 7 contracts work.The Year End Accounts are done via the accountants on an accrual basis, all of our contracts tie in with our year end so there are not many adjustments.
Also I do prepayments / accruals relating to things in the overheads ie rent / insurance

In January For one contract we might receive ?100k income, of that ?15k is our management fee ie Profit & the ?85k is going to be spent at some point in the year.
Then we might pay for ?30k of expenses in Jan, but ?20k could relate to different months ie we pay ?5k for accommodation in Jan, but the training course is not until Feb.
Every single sales invoice, purchase invoice relates to different months!

Do any of you do Accrual Accounting?
