Studies provide insights into inherited causes of autism

Jan. 23, 2013 ? The most consistent finding of autism research lies in the revelation that the disorders are incredibly complex. Two new studies in the January 23 issue of the Cell Press journal Neuron that add to the growing appreciation of this complexity focus on identifying inherited genetic mutations linked with autism spectrum disorders. The mutations -- which are distinct from the spontaneous mutations that have been the focus of previous studies -- may provide valuable insights into the causes of autism.

"It's long been known that autism is a heritable condition and that some cases appear to run in families. Our studies are among the first to begin to address this heritable component," says Dr. Christopher Walsh of Boston Children's Hospital, who is the senior author of one of the papers.

Both groups sequenced the portion of the genome that codes for proteins, also known as the exome, in individuals with autism, their relatives, and controls. In one study, investigators focused on rare mutations that completely abolish the function of particular genes -- and therefore the expression of a protein. "We utilized new genome-sequencing technologies to discover a component of autism that can be traced to recessive inheritance -- that is, when a child inherits two broken copies of the same gene, one from each parent who is a carrier," explains senior author Dr. Mark Daly of Massachusetts General Hospital and the Broad Institute. "There were twice as many autism cases as control individuals that were apparently missing an important protein somewhere in the genome," he adds. Their findings suggest that 5% of autism risk is linked to inherited mutations that completely disrupt the functions of genes.

Like Dr. Daly and his colleagues, Dr. Walsh and his team identified and characterized cases of autism due to the inheritance of two gene mutations, one from each parent. In this work, though, the researchers found that the partial loss of a gene's function -- not only complete absence of function -- is linked to autism spectrum disorders. They identified several genes -- such as those involved in neurometabolic pathways -- that were not previously associated with autism risk, and they revealed a striking variability of autism severity despite inheritance of similar genetic mutations.

"These two studies firmly establish that recessive mutations contribute importantly to autism, not just in specialized populations but in the population at large," says first author Dr. Timothy Yu, of Boston Children's Hospital.

With follow-up work, identifying the various genes that are silent or partially disabled in autism cases can provide key clues to understanding the underlying biology of autism spectrum disorders and potentially help generate new therapies.

Jack Ma to stand down as Alibaba CEO, take back seat

HONG KONG (Reuters) - One of China's best known corporate leaders, Jack Ma, will step down as CEO of Alibaba Group, the e-commerce firm he founded in 1999 to tap the nation's enormous online shopping potential, saying younger people are better placed to run the company.

Ma said he would name a successor by May 10, when he switches to the role of executive chairman. He said most of Alibaba's leaders "born in the 1960s" would also pass their leadership responsibilities to younger colleagues.

"As a founder CEO, stepping down ... is a difficult decision. It's not because I wanted to take things easy (though the job of Alibaba CEO is no easy task), it's because I see that Alibaba's young people have better, more brilliant, dreams than mine, and they are more capable of building a future that belongs to them," Ma wrote in an e-mail to employees. Reuters obtained the letter on Tuesday from a source close to Alibaba.

The shift is a significant one for Alibaba and follows moves announced last week to chop the group into 25 smaller divisions ? to give managers more flexibility.

It also comes after a transformative deal Alibaba struck with Yahoo Inc last year, in which the Chinese company agreed to buy back about half of the stake in itself held by its U.S. partner. Alibaba had long sought to buy back the shares to help regain control over its own corporate destiny.

In an interview with The New York Times, 48-year-old Ma acknowledged he was feeling the strain. "When I was 35, I was so energetic and fresh-thinking. I had nothing to worry about," he said, adding the role of executive chairman would let him focus on broad strategic issues, as well as corporate development and social responsibility.

"I will still be very active," he said. "It is impossible for me to retire."

Alibaba Group includes Alibaba.com, an online market for small businesses; Taobao, a consumer shopping site; and Alipay, an online payment platform.

Asking Our Elderly Parents for Help Can Be a ... - Elder Care ABC

I hate doing dishes but my elderly mother loves to AND she loves to feel needed - a win win for our Sandwich Generation family

I love to feel needed, don?t you? One of the big issues for many of our aging parents is that, due to health problems, memory issues, and generation aging, they aren?t always able to do as much as they used to. This can leave them feeling very UNneeded, which can lead to depression.

I was reminded of this recently when chatting with other caregivers and realized I needed to be more proactive at finding ways to engage my senior mom with helping me, even if I didn?t necessarily ?need? it. This is something she truly desires and something my independent self tends to forget!

After racking my brains, I put together some ideas for her that might help you as well:

  • Wash and dry dishes ? instead of automatically putting them in the dishwasher when we finish eating, it might work well to put them in the sink for them to load the dishwasher or, as my mom prefers, hand wash them.
  • Fold laundry
  • Mail coloring pages and letters to grandkids ? we go shopping at the Dollar Store and Walmart and my mom has such fun picking out coloring books, activity sheets, and stickers and mailing them along with little notes to her great-grandkids. I?ve gotten in the habit of bringing home extra ones to encourage her to do it even more often. She loves doing it, they thrill to all the extra mail, their mom appreciates the peace and quiet as they work on all the pretty pages, and all of these delightful activities are ?growing? such sweet and special family memories from this simple little tradition.
  • If your aging parents like to garden, ask them to plant a couple of things for you. They?ll love spending the time working on a gift for you and you?ll enjoy the tasty treats that hopefully the plants will produce. (Be sure to take photos of the process every few days. I add those to my senior mom?s iPad and she gets to enjoy her garden again in the winter in between reading gardening books and magazines.)
  • Wrap gifts. You may be able to wrap them faster and better ? but they may thoroughly enjoy the process as well as getting to be a help to you at busy holiday and birthday times.
  • Ask them to call the long distance relatives and grandkids periodically and say hellos for you AND them.
  • Give them all your old photos to sort and organize into folders. Not only can this be a big help for you, they will enjoy seeing all the pictures. (Hmmmm, I need to do this one ASAP!)
  • Need ironing done? Do they enjoy ironing like my senior mom does? A win win for both of you!
  • If they are still able to sew, see if they would like to hem your pants or sew buttons on. Or if they are good at crocheting and knitting, ask them to make simple projects ? for yourself or to donate to the many places that really need simple blankets, hats etc. ? like hospitals, police departments, etc.

Mind you, I?ve generally done all of these projects and chores myself. But as caregiving duties increase, not all of them get done in a timely manner. Delegating simple items to our senior parents can be a big help to us. Even more important, they can be a big spirit-lifter to them. And even if it doesn?t get done the way we normally do it, or needs to be surreptitiously re-done later, the smiles on their faces at being useful are well worth it. Do you have any more suggestions? Colts' Arians returns to Indy after hospital stay

(AP) ? Colts offensive coordinator Bruce Arians returned to Indianapolis on Monday night after being released from a Baltimore hospital following a 36-hour stay for an undisclosed illness.

Team owner Jim Irsay told The Associated Press in a text message that Arians was accompanied by two team doctors, had been medicated and appeared to be on the mend.

"He was in good spirits (and) is trending (in) right direction," Irsay wrote.

Arians was admitted to the hospital Sunday morning after complaining he felt ill at the team breakfast. Without Arians, quarterbacks coach Clyde Christensen called the plays in the 24-9 season-ending loss to the Ravens.

Doctors ran a series of tests. Head coach Chuck Pagano acknowledged earlier Monday that although each of the tests was negative, the doctors decided to keep Arians in the hospital until his blood pressure stabilized.

"Whatever he's dealing with, they would have let him come home early this morning, but whatever he's dealing with affected his blood pressure and they're not going to release him until they get the blood pressure under control, which they will," Pagano said during a regularly-scheduled afternoon news conference.

The Colts couldn't wait to get Arians back in town.

They're next task is keeping him in the locker room ? though players and coaches believe Arians has done enough to warrant getting a head coaching job. It's a delicate balancing act for the Colts, who have given permission to at least two teams, Chicago and Philadelphia, to speak with Arians about their coaching vacancies.

There has been speculation that Cleveland and San Diego are also interested in Arians.

Teams seeking a younger, more image-conscious coach may not be interested in the 60-year-old Arians, who has a penchant for telling it like it is and in a folksy way. His only previous head-coaching experience came during a six-year tenure at Temple in the 1980s.

But it's hard to argue with the rest of his resume.

After Pagano was diagnosed with leukemia in September, Arians became the interim coach and guided the Colts to a 9-3 mark. That tied the NFL record for most victories after a midseason coaching change.

He mentored Peyton Manning, Tim Couch, Ben Roethlisberger and now Andrew Luck. He won two Super Bowls as an assistant in Pittsburgh, served on Paul "Bear" Bryant's staff at Alabama and has had a big part in two of the biggest turnarounds in NFL history ? the 10-game improvement of the 1999 Colts and Indy's nine-game improvement this year.

Clearly, the Colts (11-6) want him to come back, but they also understand why he's a hot commodity on the coaching carousel only one year after he was nearly forced into retirement.

"We do not want to lose Bruce," Pagano said. "He is so valuable to this organization and what he means to this organization and what he's done. You want the best for Bruce. I want the best for Bruce. I want the best for his family. I want him to achieve and reach any goals that he has for himself throughout his coaching years, things like that. It's a hard spot. Again, people are going to go after good people and this is just a byproduct of the success that we've had here."

Luck said he wants Arians back, too.

"Selfishly, I hope he doesn't go anywhere," Luck said before jokingly reiterating what he said last week ? that if teams asked him for a recommendation he would say terrible things about Arians to keep him in Indy.

He's not the only one at the team complex trying to do that.

"We will just use social media. We will get on the Internet, just like they do around draft time with all the players, all the baggage starts to come out," Pagano said, drawing laughter. "We won't do it here. We will just wait until later this evening, the next couple of weeks and start putting all that stuff out if it gets serious."

The likelihood is that those talks will get serious.

Arians has repeatedly told reporters in Indy that he will only leave for the right fit and that wherever he lands, he still wants to call the plays ? even if that means staying in Indy, where the entire offense would like to have him back for Year 2 of the Colts' reconstruction project.

"I want to be selfish but I can't," tight end Dwayne Allen said. "Bruce is such a great guy and what he did for us this year, the job as a head coach and an offensive coordinator was just unbelievable and he deserves an opportunity if he wants to. Hopefully he decides to stay with us because we'd love to have him but if we have to part ways, then so be it."

v Shop & Wait ? If you have the impulse to buy something, wait 48 hours and see if it?s still there or if you still want it.

v Saving electricity ? When leaving your house for the evening, never leave on more than two lights as saving electricity means saving money.

v Drink coffee at home and limit the amount you spend out buying coffee. My husband and I bought a Keurig and it has saved us money on a monthly basis and you can buy a variety of flavoured coffee, tea and hot chocolate. Also bring a thermos to work for throughout the day.

v If your kids keep their marks up in school, then treat them in the off-season for vacation as it is cheaper than peak season.

v Use cruise control on the highway when you can as it improves fuel and saves money.

v Always BYO lunch to work and you will save $5 a day.

v Decide how much money you want to spend next Christmas on each person and divide by 12months and start saving money in the bank. This way when you start shopping in November and December you actually have the money in the bank instead of buying on credit. Remember you can give without having a negative checking account.

v Don?t shop for groceries on an empty stomach as you will most likely buy more than you need.

v Buy some groceries, you regularly use, in bulk when on sale.

v Work out a budget and create a shopping list based only on what you can afford. Also when you make a list it will reduce the temptation to buy items on the spur of the moment which you don?t really need.

Testimony set to begin in pregnancy drug case

BOSTON (AP) ? Testimony is set to begin in a federal lawsuit brought by four sisters who believe their breast cancer was caused by a drug their mother took during pregnancy in the 1950s.

The case involves a synthetic estrogen known as DES, diethylstilbestrol, which was prescribed to millions of pregnant women between the late 1930s and early 1970s to prevent miscarriages, premature births and other problems. Studies later showed the drug did not prevent miscarriages.

The Melnick sisters, who grew up in Tresckow, Penn., say they all developed breast cancer in their 40s after their mother took DES while pregnant. They say their mother did not take DES while pregnant with a fifth sister, and that sister has not developed breast cancer. They are suing Eli Lilly and Co., seeking unspecified damages.

Opening statements and testimony are expected Tuesday in U.S. District Court.

The sisters' case is the first to go to trial out of scores of similar claims filed in Boston and around the country. A total of 51 women have DES lawsuits pending in Boston against more than a dozen drug companies that made or marketed DES.

The drug companies argue that no firm link has been established between breast cancer and DES. It was eventually taken off the market after it was linked to a rare vaginal cancer in women whose mothers used DES.

Eli Lilly argues in court documents that there is no evidence that the Melnick sisters' mother even took DES. She and her doctor are dead, and the drug company says there are no medical records documenting her treatment. A company spokesman said Eli Lilly believes the claims are without merit and is prepared to defend against them vigorously.

The Melnick sisters were diagnosed with breast cancer between 1997 and 2003 and had treatments ranging from lump-removal surgery to a full mastectomy, radiation and chemotherapy.

The trial is expected to last several weeks.

(AP) ? Egypt swore in 10 new ministers on Sunday in a Cabinet shake-up aimed at improving the government's handling of the country's ailing economy ahead of talks this week with the International Monetary Fund over a badly needed $4.8 billion loan.

The reshuffle, which President Mohammed Morsi had promised in response to public anger over Egypt's economic malaise, affected two key ministries, the interior and finance. It also solidified Islamist control of the government, putting three portfolios in the hands of members of the president's Muslim Brotherhood.

The dire state of Egypt's economy was punctuated Sunday by new central bank figures that put December's foreign currency reserves at $15.01 billion, down $26 million from a month earlier. The reserves have dropped by more than half since the uprising that ousted longtime ruler Hosni Mubarak in February 2011.

The central bank said last month that current reserve levels represent a "critical minimum."

Morsi met with the new ministers after their swearing-in ceremony at the presidential palace in Cairo where they discussed ways to revive tourism and attract foreign investors, a presidential official said, speaking on condition of anonymity because he was not authorized to brief the media.

Prime Minister Hesham Kandil, meanwhile, said he stressed in his first meeting with the new ministers the need for immediate action to stabilize the economy.

At the heart of those efforts lies the $4.8 billion loan that Egypt has requested from the IMF. Cairo says the funds are needed to bolster confidence in the country's economy and attract foreign investors.

Egypt asked the IMF for a delay in the talks on the loan after a wave of political turmoil erupted in December over a contentious new constitution. Mass protests and street violence tied to the constitution dealt yet another blow to major foreign currency earners, including tourism and foreign investment.

The unrest also sparked a rush on U.S. dollars by worried residents and led to a drop in the Egyptian pound, which shed nearly four percent of its value against the dollar over the past two weeks.

The opposition, a coalition of liberal, secular-leaning, and leftist groups, was not offered any seats in the new Cabinet and has said that any government shake-up that doesn't replace Kandil falls short of what is needed.

The two most important changes affect the finance and interior ministries.

El-Morsi Hegazy, a professor of public finance at Alexandria University, takes over the Finance Ministry, replacing Mumtaz el-Said, who was appointed by the country's transitional military rulers and widely viewed as being at odds with the Brotherhood.

Mohammed Ibrahim, meanwhile, will lead the Interior Ministry, which is responsible for the police force. He previously was in charge of prisons and prior to that was director of security in the province of Assiut, which has a large Coptic Christian population and has also been home to a number of Islamic militant groups.

Ibrahim said his priorities will be to fight a rising wave of crime and restore stability to Egypt.

"We will strike with an iron fist against anyone that threatens the security of the nation and Egyptians," Ibrahim told the state news agency, pledging to clamp down on cross-border weapons smuggling. Egypt has been flush with weapons smuggled from Libya and Sudan.

Three of the new ministers are from the Brotherhood, according to the spokesman for the group's Freedom and Justice Party, Ahmed Subaie. They take over the ministries of transportation, local development and supply and interior trade, giving the Brotherhood a total of eight Cabinet posts.

Also included in the reshuffle were the ministries of civil aviation, environment, electricity, communication and parliamentary affairs.

Karim Ennarah, a researcher on police and security reforms at the Egyptian Initiative for Personal Rights, said the previous interior minister, Ahmed Gamal Eddin, was likely replaced because Brotherhood leaders were upset with the police's handling of attacks against the group's offices and supporters during clashes with the opposition last month over the constitution.

"It seems like it is a clash of egos. It's obviously not a reform of any kind," Ennarah said.

With the new Cabinet set, Kandil told reporters he will meet with IMF officials Monday "to reassure them about Egypt's situation and economic recovery in the coming period."

An IMF statement said the purpose of the visit is "to discuss with the authorities the most recent economic developments, their policy plans for addressing Egypt's economic and financial challenges, and possible IMF support for Egypt in facing these challenges."

Egyptian officials have said that the country's budget deficit is likely to reach 200 billion Egyptian pounds ($31.5 billion) by mid-2013.

The implementation of austerity measures, many of which are believed to be linked to conditions attached to the IMF loan, was also delayed last month due to the political situation.

Kandil's government is expected to announce tax hikes and cuts in subsidies soon. Talk of restructuring the current system is sensitive in a nation where nearly half of its 85 million people live just at or below the poverty line of $2 per person a day.

Egypt Copts mark Christmas with fear of future

CAIRO (AP) ? Egypt's minority Christians were celebrating their first Christmas after the election of an Islamist president and a new pope ? and following adoption of a constitution many argue has an Islamist slant.

Christians gathered in Cairo's main cathedral Sunday for Midnight Mass on the eve of Orthodox Christmas led by their new pope. Pope Tawadros II was elected in November to replace longtime Pope Shenouda III, who died in March after 40 years as the leader of the church.

Islamist President Mohammed Morsi called Tawadros with Christmas greetings and sent one of his aides to the Christmas mass.

Concerned for their future and their ancient heritage in Egypt, some Copts are reportedly considering leaving the country.

As Egypt struggles with the role of religion in society, many Copts are aligning themselves with moderate Muslims and secular Egyptians who also fear the rise of Islamic power.

Amir Ramzy, a Coptic Christian and a judge in Cairo's court of appeals, said Christmas is a chance to retreat and pray for a "better Egypt."

"Christians are approaching Christmas with disappointment, grief and complaints, fearing not only their problems but Egypt's situation in general," Ramzy said. "During the reign of (ousted President Hosni) Mubarak and the (military rulers), mainly Christians were facing problems, but now with the Muslim Brotherhood leaders, each and every moderate Egyptian is facing problems."

In one of his first public messages after his enthronement, Tawadros said the ouster of Mubarak opened the way for a larger Coptic public role, encouraging them to participate in the nation's evolving democracy.

Egypt's Coptic Christians, who make up about 10 percent of Egypt's 85 million people, have long complained of discrimination by the state and the country's Muslim majority. Clashes with Muslims have occasionally broken out, sparked by church construction, land disputes or Muslim-Christian love affairs.

Following the ouster of Mubarak in 2011, sectarian violence rose, and attacks on churches sent thousands of Coptic protesters into the streets. A protest in October 2011 was violently quelled by the country's military rulers, leaving 26 people dead and sparking further outrage.

Ereny Rizk, 34, whose brother George died in that incident, said it was the second Christmas without him, but that the election of a new pope has raised her spirits.

"I felt like he's my father. Having him lessened the severity of my grief," she said. "I definitely thought about leaving the country, but two things stopped me. First the churches and the monasteries in Egypt, our heritage that I'll be missing. Also, I decided not to let my brother's blood go in vain."

The violence has abated, and 2012 was characterized more by the struggle for political and religious rights, said Hossam Bahgat, the director of the Egyptian Initiative for Personal Rights.

"It is not actual frequent sectarian violence, it is fear of further marginalization and second class citizenship," he said, adding that Egypt has been deeply polarized as it drafted the constitution. Christians and liberals walked out of the committee writing it, complaining that their concerns were not being addressed by the Islamist majority.

Youssef Sidhom, the editor of Egypt's main Coptic newspaper, Watani, said Christians are more concerned for the identity of Egypt, saying that legislation based on the new constitution will be focus of attention out of fear of restrictions on the way of life of Christians and their freedom of worship and expression.

"Egypt is stepping into 2013 split and divided between Copts and moderate Muslims on one side confronting political Islam and fundamentalists on the other side," Sidhom said. "It will only be (resolved) through reconciliation, and this is the challenge that we will have to meet."

Ishak Ibrahim, a researcher with EIPR who monitors religious freedom cases in Egypt, said Coptic Christians are facing two new sets of problems: cases of insulting Islam and fear for their life style because of increasingly assertive radical Islamists.

In October, two Coptic boys were put in a juvenile detention after locals accused them of urinating on pages of the Quran, Islam's holy book. It was one in a series of cases against Coptic Christians in the same period, following the fury over an anti-Islam film produced in the United States. The case against the boys was later dropped after mediation.

Ibrahim said some wealthy Copts, who have connections abroad, have temporarily sought to leave Egypt.

"But the majority (of Christians) are also less fortunate," he said. "Like most Egyptians, they are with little education and have difficult economic conditions."

Verna Ghayes, a 21-year old arts student, also noted the deteriorating economic situation. Her father, an architect, lost his job because of a tight market. She felt the hardships, have, in turn, encouraged Christians to seek relief from God.

"With all the unfortunate events that are happening to Egypt, Christians came closer to God, they started to pray more, believing that only God could handle it," she said. "For me that's the good thing, and everything is according to God's plan," she said.

EU says no date for Iran talks, hopes for next round soon

BRUSSELS (Reuters) - The European Union says no date has been fixed for further talks on Iran's nuclear program, while hoping they will be soon, an EU foreign affairs spokesman said.

He was reacting to comments from Iran's top nuclear negotiator, who said earlier on Friday the country had agreed to hold talks in January with the six major powers - represented by the EU - about its atomic program.

Saeed Jalili, Iran's national security council secretary, said in India that Iran had "accepted that these talks should be held in January, but until now, the details have not been finalized". He was speaking through a translator.

However, the EU spokesman would not say whether the powers had agreed to further talks with Iran.

Discussions on a date and venue are still ongoing, said Michael Mann, a spokesman for EU foreign affairs chief Catherine Ashton, who leads negotiations on behalf of the six powers - the United States, Russia, France, Britain, Germany and China.

"Senior officials from the EU and Iran spoke on December 31 to discuss the next round of negotiations, which we hope will happen soon," Mann said in an emailed response to a query from Reuters.

The six powers are trying to use a mix of diplomacy and sanctions to rein in Iran's uranium enrichment program, which they want to ensure is aimed only at civilian purposes, such as energy.

Iran denies Western assertions that it is seeking nuclear weapons capability.

The powers have failed to achieve a breakthrough in three rounds of talks since April. But neither side has been willing to break off totally, partly because of concern this could lead to war if Israel attacked its arch-foe.

The flood insurance measure is the first phase of a proposed Sandy aid package. Under Boehner's new schedule, the House will vote Jan. 15 on an additional $51 billion in recovery money. Senate action on that measure is expected the following week. Financially strapped local governments are awaiting that money.

Northeast lawmakers say the money is urgently needed for storm victims awaiting claim checks from the late October storm, which was one of the worst ever to strike the Northeast, ravaging the coast from North Carolina to Maine, with the most severe flooding occurring in Atlantic City, N.J., New York City and Long Island and along the Connecticut coastline.

"People are waiting to be paid," said Rep. Frank LoBiondo, R-N.J., whose district includes Atlantic City and many other coastal communities hard hit by the storm. "They're sleeping in rented rooms on cots somewhere, and they're not happy. They want to get their lives back on track, and it's cold outside. They see no prospect of relief."

The Club For Growth, a conservative group, on Friday urged lawmakers to oppose the bill, saying that Congress should only approve Sandy aid in installments to make sure the money is wisely spent and that any new Sandy aid should be offset with spending cuts elsewhere.

"Congress should not allow the federal government to be involved in the flood insurance industry in the first place, let alone expand the national flood insurance program's authority," the group said in a statement.

Boehner, of Ohio, had promised a House vote on Friday after his decision to delay an action on a broader Sandy relief package provoked outrage from Northeast Republicans, including New Jersey Gov. Chris Christie, who said he'd lost trust in GOP leaders in Congress after being promised a vote earlier this week.

About 140,000 Sandy-related flood insurance claims have been filed, FEMA officials said, and there are about 115,000 pending claims. Many flood victims have only received partial payments on their claims.

Philip Rock has received $8,000 in flood insurance payments so far but said he is awaiting a statement on the final amount, which he expects to be much more. A house he owns in Toms River, N.J., had a $220,000 flood insurance policy. The house, which he rents out, was destroyed, and he needs to know the final payout before he can demolish it.

The house is a "total loss," Rock said. "We don't want to demolish the house and have them say, 'We have to go around and take more pictures.'"

New York, New Jersey and Connecticut were the states hardest hit by the storm in terms of damage from high winds, flooding and storm surges. The storm damaged or destroyed more than 72,000 homes and businesses in New Jersey. In New York, 305,000 housing units were damaged or destroyed and more than 265,000 businesses were affected.

Speaking of the legislation pending Friday, Rep. Michael Grimm, R-N.Y., whose district includes Staten Island, said, "This funding will give the city and state the much-needed resources to rebuild our damaged infrastructure and provide further aid to individuals and small businesses struggling to pick up the pieces of their lives."

Sandy was the most costly natural disaster since Hurricane Katrina in 2005 and was blamed for at least 120 deaths. Northeast lawmakers have complained that it took just 10 days for Congress to approve about $50 billion in aid for Katrina but that it hasn't provided aid for Sandy relief in more than two months.

"States and local communities need to know the money will be there before they can give a green light to start rebuilding," said LoBiondo.

More than $2 billion in federal money has been spent so far on relief efforts for 11 states and the District of Columbia struck by the storm. New York, New Jersey, Connecticut, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania, Massachusetts and the District of Columbia are receiving FEMA aid.

ABC Release 2013 Economic Forecast - Construction Digital

Associated Builders and Contractors (ABC) has?released its 2013 economic forecast for the U.S. commercial and industrial construction industry, and it shows the continuation of a modest recovery for nonresidential construction next year.

?ABC predicts nonresidential construction spending will expand 5.2 percent in 2013,? said ABC Chief Economist Anirban Basu. ?Given the remarkably deep reductions in nonresidential construction spending since the onset of the downturn, one would expect more robust growth during the fourth year of broader economic recovery.

?Thanks to a handful of segments experiencing more rapid economic recovery, much of the construction expansion next year will be in categories heavily associated with private financing,? Basu said. ?Due largely to constrained capital budgets at state and local government levels, as well as ongoing turmoil in Washington, D.C., publicly funded construction spending is expected to be flat next year, and perhaps worse.

?The fastest growing major U.S. industry during the last year in terms of absolute job creation was professional and business services,? said Basu. Because many firms in this category use office space, office-related construction spending is expected to rise 10 percent in 2013.

?Consumer confidence also has progressed,? Basu said. ?Accordingly, ABC predicts total commercial construction will expand roughly 10 percent next year. Other industries positioned to experience rising levels of investment include power, up 10 percent; lodging, up 8 percent; health care, up 5 percent; and manufacturing, up 5 percent.

?Nonresidential building construction employment is expected to expand 2.1 percent in 2013, slightly better than the 1 percent performance estimated for 2012,? said Basu. ?Construction materials prices should rise a bit more rapidly in 2013 than they did in 2012, with substantially more volatility to be experienced from month to month next year.

?Despite ongoing slowdown in many of the world?s largest economies, ABC anticipates many investors will opt to invest in hard assets as a way to avoid volatility in equity and bond markets,? Basu said.

Urban agriculture is promoted as a strategy for dealing with food insecurity, stimulating economic development, and combating diet-related health problems in cities. However, up to now, no one has known how much gardening is taking place in urban areas. Researchers at the University of Illinois have developed a methodology that they used to quantify the urban agriculture in Chicago.

John Taylor, a doctoral candidate working with crop sciences researcher Sarah Taylor Lovell, was skeptical about the lists of urban gardens provided to him by local non-governmental organizations (NGOs).

"Various lists were circulating," he said. "One of them had almost 700 gardens on it."

On closer inspection, however, many of these "gardens" turned out to be planter boxes or landscaping and were not producing food. On the other hand, Taylor suspected that there were unnoticed gardens in backyards or vacant lots.

"There's been such a focus on community gardens and urban farms, but not a lot of interest in looking at backyard gardens as an area of research," Lovell agreed. An accurate map of these sites would be helpful for advocacy groups and community planners.

Taylor uploaded the lists from the NGOs into Google Earth, which automatically geocoded the sites by street address. He used a set of reference images of community gardens, vacant lot gardens, urban farms, school gardens, and home food gardens to determine visual indicators of food gardens.

Using these indicators and Google Earth images, he examined the documented sites. Of the 1,236 "community gardens," only 160, or 13 percent, were actually producing food.

Taylor then looked at Google Earth images of Chicago to locate food production sites. This work took more than 400 hours over an 8-month period. He identified 4493 possible sites, most of which were residential gardens of 50 square meters or less, and visited a representative sample of gardens on vacant land to confirm that they were really producing food.

All the large sites and a sample of the small sites were digitized as shapefiles (digital vector storage formats for storing geometric location and associated attribute information) in Google Earth. These shapefiles were imported into Arc Map 10, a geographic information system (GIS) mapping tool, to calculate the total area.

The final estimate was 4,648 urban agriculture sites with a production area of 264,181 square meters. Residential gardens and single-plot gardens on vacant lots accounted for almost three-fourths of the total.

To map the gardens onto community areas, the shapefiles were joined with 2010 Census tract shapefiles and shapefiles of 77 community areas and neighborhoods from Chicago's GIS portal. The tract information was subsequently joined with the Census Bureau's 2005-2009 American Community Survey (ACS) 5-year estimates of demographic and housing characteristics.

The maps showed that garden concentration varied by neighborhood. "Chinatown, Bridgeport was kind of a hot spot," Taylor said. Both of these neighborhoods have large Chinese-origin populations. Even outside those areas, many of the larger gardens were associated with households headed by people of Chinese origin. Neighborhoods in the northwest with large numbers of Polish and Eastern and Southern European immigrants also had a high density of backyard gardens.

They were not all growing the same kind of food. "There are distinctions between these cultural groups because the crops they select are sometimes from their home areas in addition to the suite of crops we can all grow in our backyards," Lovell explained.

As people move across borders, they often bring seeds with them. "In a Mexican neighborhood where we were working, a lot of people grow a tropical corn that is 12 to 16 feet high," Taylor said. "It's grown not for the ears of corn but for the leaves, which are used to make tamales."

He noted that many older African-Americans in Chicago who came north during the Great Migration from the south from the early 1900s to the 1970s remember farming and growing up with gardens. "They are almost reproducing in miniature in their backyards the southern landscape and gardening practices that they associated with their youth," he said.

Garden type varied by neighborhood as well. Home food gardens are concentrated in the northwest, where people tend to live in detached houses. Vacant lot gardens are concentrated in the economically disadvantaged neighborhoods in the south and west sides, as are the community gardens.

Lovell said that, in some communities, more than half of the lots are vacant, and making use of them could be a huge opportunity. Chicago has a program that allows people living next to a vacant lot to purchase it at a fraction of what it would normally cost.

The results of this study suggest that both backyard gardens and vacant lot gardens contribute substantially to Chicago's total food production.

"Home gardens actually contribute to food security," Taylor said. "They're underappreciated and unsupported." He noted that people grow not only for themselves but for their neighbors as well, which is particularly important in food deserts where fresh produce is in short supply.

"There is also potential for empowering people because they are using their own space to deal with their own food security concerns," Lovell added.
